caught some business owners by surprise. “The persons it really impacts are my customers,” said Wicker Park jewelry maker Laura Lombardi. “You always want
to be as prompt and efficient as possible, and 50 percent of that is
whoever the mail carrier is.”

    What is this person trying to say? I’m confused…Is this a typo? What is the context? Is the mail carrier responsible for the public’s promptness and efficiency? I don’t get it. Bad reporting!
